Comunidad expenses: requesting documents without unnecessary personal data

Checking comunidad expenses starts with a specific entry, period and question. How to arrange access to supporting material without demanding the entire archive or forwarding other people's data to neighbours.

A line for gate repairs appears in the comunidad's annual report, but the owner of an apartment on the Costa Blanca does not understand which order it represents. Demanding “send me the building's entire archive” may produce a great deal of other people's information and still fail to explain the expense. It is more useful to identify the specific amount, period and question, then request material that connects the decision, the work and the payment.

This article is for an owner checking the management of shared expenses. It is not a guide for a buyer obtaining a debt certificate for an apartment being sold, nor a procedure for challenging a vote. The task here is narrower: prepare a focused request, understand the answer and avoid turning an accounts check into the disclosure of neighbours' or employees' personal information.

What the official sources confirm

Article 20(e) of the Ley de Propiedad Horizontal includes among the administrator's duties keeping comunidad documentation available to owners. The AEPD explains that access serves to check management, but does not mean unrestricted disclosure of the entire archive. Personal data must be relevant to the purpose and necessary for it. For example, information about pay does not require disclosure of an employee's private details unrelated to checking expenses. If copies are provided, appropriate security measures are required. The AEPD also warns that it does not resolve disputes between co-owners or provide individual legal advice.

Neither “I am an owner, so I am entitled to everything” nor a blanket response that “data protection prohibits all documents” replaces consideration of a specific request. Below is an editorial approach to preparing questions and carrying out a working comparison. It does not establish a mandatory response format, a deadline for providing it or a right to obtain any file without restrictions.

1. Choose the expense that needs explaining

Start with your task, not your neighbours' surnames. For example: establish why the report contains two gate-maintenance payments for the same period; understand whether an additional amount relates to repairs or the regular contract; compare the approved order with the description on the invoice. These are different questions and may require different material.

In your working note, record the name of the comunidad or subcomunidad, the facility being serviced, the period and the line in the report you received. If the complex has separate expenses for the garage, pool and residential block, do not combine them because their names sound similar. Keep the original label and ask the administrator to explain which part of the operations the entry concerns. An unexplained label is still a question, not proof of a duplicate charge.

2. Do not call every document an “invoice”

When examining the selected expense, it helps to distinguish the planned amount, the order terms, the contractor's factura, the accounting entry and the payment confirmation. They answer different questions. A contractor's offer shows the proposed scope, but does not by itself explain what was ultimately ordered; a payment entry does not describe the quality of the repair. Do not conclude that the entire contract has been fulfilled from a single document.

Identify which link is missing: between the report line and the contractor, between the invoice and the service period, or between the total and several payment stages. You can then request an explanation and the relevant material rather than an undefined collection of “all financial papers”. This also helps identify when a copy received relates to a different period and therefore does not yet answer the question.

3. Write a request that can be addressed specifically

A short request could read: “I own the identified premises. In the report for the stated period, I see a line with this description. Please explain which order it represents and arrange access to the supporting material relating to it, to the extent necessary to check this expense.” Insert only known information; do not add an unsubstantiated accusation of overpayment or concealed funds.

Confirm the recipient through an already verified comunidad channel. If a representative is making the request, establish beforehand how their role should be confirmed and to whom the answer will be sent. Do not send an identity document to a group chat simply to introduce yourself: agree the necessary identification method and secure transmission with the responsible recipient. Keep the request text, date and evidence of sending, without presenting them as proof that the request was fulfilled.

4. Agree access without demanding unnecessary data

In your correspondence, it helps to state the purpose directly: to check the selected expense, not to obtain every owner's contact details. Suggest discussing which document extract or explanation would answer your question. The access arrangements and the contents of a copy should be agreed with the person responsible for the documentation; an owner should not unilaterally declare a particular form of access mandatory merely because it is more convenient.

If you are offered material containing limited information, check whether the relevant connection remains clear. For example, can the period, the service concerned and the amount under discussion be matched to the original report line? If preparing the copy has removed that connection, ask for it to be explained in another appropriate way. Do not try to recover concealed information using technical means or demand its disclosure out of curiosity alone.

If the response invokes data protection, clarify which part of the request causes difficulty and whether a narrower version is possible. If, instead, the entire archive is offered indiscriminately, return to the purpose of the request and agree the necessary set of material. Neither an automatic blanket refusal nor uncontrolled forwarding helps explain a specific expense line.

5. Make the comparison without premature accusations

After receiving the answer, prepare a small table: original entry, explanation, supporting material and remaining question. Copy amounts and dates without rounding. Note whether an amount covers one stage or the whole order, whether the stated period includes several months and whether there is a separate adjustment. If the answer does not make this clear, leave the question open rather than guessing.

Suppose the report contains two similar entries for gate repairs. They may need clarification, but similar names do not yet show that the same work was paid for twice. Ask for each entry to be linked to its corresponding document and for the difference to be explained. This illustrates a comparison method, not the reasons for any actual payments or a justification for every difference found.

Do not alter the files received to fit your version of events. If the administrator sends a revised table, keep the original response and an explanation of what was corrected. In your own summary, separate what the documents literally state from a question or assumption. This allows the next specialist to check the reasoning, not just the conclusion that “the amount looks odd”.

6. Checking remotely does not require shared access to the whole folder

If you live outside Spain, agree the receiving address and a clear method of transferring material in advance. Before granting access, verify the recipient and the participants in the correspondence. For discussing one expense, a separate thread named for the period and service is more useful than a long chain mixing repairs, changes of occupants and private contact details.

Do not forward the entire set received to the neighbours' chat merely to ask “what does everyone think?” You can discuss an unclear entry by framing the question without unnecessary personal details. If a document is needed for a consultation, clarify the material to be shared and the secure channel with the relevant specialist. Access obtained to check management should not become a public dossier on a contractor, employee or another owner.

7. Separate document access from a dispute about the expense

Even a clear copy does not automatically settle whether an order was good value, who must pay a particular contribution or whether a decision can be challenged. The reverse is also possible: an answer remains incomplete, but that does not yet prove the expense unlawful. Record separately which information is missing and, after receiving it, what the disagreement concerns.

For a further enquiry, prepare the original request, the response, relevant material and a short description of what remains unclear. Ask the administrator to clarify the factual part. If a dispute arises over access rights, personal-data processing or a comunidad decision, refer the relevant question to a competent specialist. This text does not prescribe a complaint route, a court deadline or a universal right to suspend payments.

8. Finish the check with a clear outcome

A good outcome is not the largest possible number of files, but the ability to explain the selected expense line: what it concerns, what supports it and which question remains unresolved. If the answer covers only one period, state that boundary. Do not call a partial comparison an audit of the entire comunidad or proof that no irregularities exist.

Keep the final record alongside the relevant documents and note to whom the next question has been sent. With a new report, start from a new line and a new period rather than automatically forwarding the old archive to everyone involved. For an apartment owner, the practical value of this approach is a verifiable explanation of a shared expense without accumulating unnecessary information about other people's private lives.

Sources and scope of verification

On 31 October 2026, the following were read: the AEPD's answer on an owner's access to comunidad expenses and Article 20 of the Ley de Propiedad Horizontal on BOE. The complete substantive AEPD answer and the specified provision of the law were read, not the papers of an individual dispute. BOE's consolidated text is informational. The approach to organising the request and comparison described here consists of Laverna editorial recommendations, not an official mandatory checklist or an individual opinion on the right to disclose a document.
