Valor de referencia and valor catastral: avoiding confusion over purchase figures

Calling different amounts “value” does not make them interchangeable. A practical file structure based on the property, period and purpose of each indicator.

In correspondence about buying a home, “cadastral value” is sometimes used for different Spanish concepts. A buyer receives a bill, then another document showing an amount, while the listing displays a third figure. Choosing the lowest or most recent does not resolve the issue: first establish what each value is called, which property and period it relates to, and the purpose for which its use is proposed.

This article helps organise documents and questions for a professional, rather than calculate tax or value an apartment. We do not determine the tax base of a particular transaction, confirm the accuracy of Catastro information or suggest challenging an amount using a universal template. The practical aim is simpler: stop comparing unlike figures and retain a clear explanation for each number before making a financial decision.

What the official source distinguishes

The section of Dirección General del Catastro's questions and answers that was read states that valor de referencia is determined by analysing completed transaction prices and the property's cadastral data. It is established annually and published in Catastro's electronic service. Valor catastral is a different value, protected from general disclosure, which serves as the IBI base. The source separately explains that valor de referencia does not change the current valor catastral and does not affect IBI. It also describes referencia's role in determining the base for certain property-transfer and inheritance taxes; application to a particular transaction requires separate examination.

This is a limited summary of the official distinction, not a ready-made tax guide. The rest of the approach below is an editorial way to prepare your file. It does not replace an adviser's review of the applicable rules, transaction date and actual documents. A short explanation of one indicator must not become a promise of exactly how much a buyer will pay the state.

Start with the name, not the size of the amount

Ask for the indicator's Spanish name to be retained alongside its English explanation. “Value — this amount” is too brief: a week later, nobody may remember whether it was valor catastral, valor de referencia, the asking price or an individual valuation. Create a separate row for each figure. If the sender named it only verbally, ask for the document and the place where the term can be seen, rather than replacing missing evidence with your own translation.

Do not amend the name in a received document or combine different values under “official price”. A working note can record a simple status: term read in the original; term supplied by an intermediary; name not yet established. The last option is more useful than a confident but incorrect classification. The size of a figure does not identify its purpose, even if it resembles an amount discussed earlier.

Separate information by property

Do not create one unnamed row for an apartment, parking space and storage room merely because they are sold together. Ask which documents relate to each component of the offer and how those components are identified. If one file contains several properties, note that. Do not arbitrarily divide a total by floor area or transfer the apartment's value to an associated unit.

A compact record is useful: an understandable property description, the address in the document, the stated identifier, filename and receipt date. This is not proof of ownership or a boundary check. If the address differs from the listing, retain both versions and a question about their correspondence. The development's name matching does not itself explain why the document relates to the particular apartment selected.

Do not confuse receipt date with the value's period

A file sent today may contain information for a different period. Separately record the day you received it, the document's own date and the year or date the indicator relates to, if given. If the relevant field is not visible, mark it “not established” and ask for clarification. Do not replace a missing period with the current year simply to fill the table.

For a prospective purchase, formulate a question in advance: what information does the professional need for the proposed transaction date, and when should it be checked again? Keep the answer with the documents. This makes date-specific currency a separate task rather than an implicit assumption. An archived certificate may remain useful historically, but its role must not automatically carry over to a new decision.

Create a table showing where each number comes from

A minimal working table contains the value's name, property, period, source, receipt date, intended purpose in your discussion and an unresolved question. Complex software is unnecessary; an ordinary document with separate rows is sufficient. Keep the headings when forwarding it, or the amounts will become a puzzle again. Do not invent values to make the table look complete.

A link to the original file helps avoid retelling from memory. Keep the original separate from your explanations; label any extract as a working note. Do not crop a number out of a document so that the indicator's name and period disappear. A short summary for an adviser is useful, but must allow a return to the source rather than replace it.

Keep the asking price in its own column

The advertised price is relevant to negotiations, but should not be renamed as a cadastral indicator. Nor should a difference between two amounts be declared a proven discount, overvaluation or yield. That conclusion would need separate substantiation that merely comparing names does not provide. You can honestly note in the working file: the amounts differ, and the reasons and significance need explanation.

If an agent or seller bases an argument on one figure, ask them to explain the reasoning: which document is being used, what it confirms and what does not follow from it. The question is not an accusation. It separates verifiable file contents from a negotiating interpretation. Do not accept “that is how it is always calculated” instead of an explanation, especially when your budget is involved.

Prepare questions for a tax adviser

Before the consultation, state the actual matter in words: a proposed purchase, gift, inheritance or another case genuinely under consideration. Do not choose a regime from someone else's social-media example. Ask the adviser which collected values are needed for your particular situation, which documents are missing and which assumptions underlie the preliminary calculation. Do not add personal circumstances you do not yet know.

It is helpful to ask for the reply to be divided into confirmed data, assumptions and actions before completion. For example, a preliminary budget may depend on clarifying a date or transaction characteristics. Those dependencies are better made explicit than discovered after signing. Your own table does not authorise calling a calculation final or remove the need to check the regional and individual context.

If amounts seem doubtful, first clarify the question

“The value is wrong” is too broad. Two indicators may have been confused, a document for another property opened, a period overlooked, or there may be a genuine disagreement with the data. Record an observation without a conclusion: one file has one name, the other another; identifiers do not match; the year is not visible; a property characteristic needs clarification. This helps a professional understand exactly what must be investigated.

Do not promise yourself an automatic tax reduction or record correction after sending one letter. Ask a competent professional to identify the appropriate procedure, necessary evidence and applicable time limits for the specific issue. Keeping documents is useful whether or not an error is confirmed. Do not edit original information to make it look consistent: a discrepancy disappearing from a table does not mean it has been resolved.

Organise joint work without unnecessary disclosure

Several people often participate in a family purchase: one receives files, another discusses terms and a third manages the budget. Assign one person responsibility for the current summary and record who made changes. This is an editorial organisational recommendation, not a Catastro requirement. It reduces the risk of an old document photo continuing to circulate as the latest version.

Before forwarding documents, clarify who needs them and for what task. Do not post them in an open chat or send outsiders the full package merely for a general comment on price. If a professional requests a particular file, check the recipient and send it by the agreed method. Retain the original yourself even if a copy with unnecessary personal information concealed was used for discussion.

An example of a useful enquiry without invented figures

You could write: “Attached are two documents for the selected property. The first states valor catastral, the second valor de referencia. I have noted the dates and identifiers separately. Please confirm whether the documents concern the required property and period, which value needs to be considered for the transaction under discussion, and what else must be checked before finalising the budget.” This does not dictate the professional's answer or present a preliminary assumption as fact.

If the documents turn out to concern different components of the purchase, split the file and update the summary. If the required period is missing, leave the question open until suitable confirmation arrives. If a discrepancy is explained, retain not just the final amount but a brief reason. That explanation will allow you to understand the decision later without reconstructing the entire correspondence.

What counts as the result of preparation

A good result is not the smallest number in a table but clear information: every figure has a name, property, period and source; preliminary calculations are separate from confirmed ones; questions are directed to the appropriate professional. If any element is missing, continue assembling the file without declaring the matter resolved. This discipline helps both buyers and owners preparing a property for sale.

This process does not establish a home's market value or guarantee an absence of disputes. It helps you ask precise questions and avoid building a financial plan on an arbitrarily selected indicator. Before making commitments, verify current documents and the individual transaction conditions; the editorial checklist prepares for that review rather than replacing it.
